This clever little plastic gadget is familiar from the backpacks by Berghaus. You loop it on PALS webbing in such a way that the elastic cord lies underneath the webbing and the plastic bits are clipped together. The poles are attached horizontally from two points and won’t swing here and there like a madman’s dick.
Some sort of surplus from somewhere, possibly Germany. These haven't seen much use, if any, so the condition is great.
